Outlook 2003 floating menus disappear

I am experiencing a problem in Outlook. Right-clicking on many areas
normally brings up a floating menu, sometimes called a contextual
menu. The problem is that these menus no longer appear. What causes
that?

How can I fix disappearing menus in Outlook?

Do they appear of you press the Menu button on the keyboard (if your
keyboard has one) or if you press Shift-F10?
