Outlook 2003 download headers

We've got Outlook 2003 connecting back to an Exchange 2000 server,
this is the first machine upgraded to Outlook 2003 on the network,
previously the user could choose to download headers only but this
options doesn't appear to be availabled (it's greyed out)- i've
checked and the profile is not set to work with cached exchange mode

any suggestions?
 
Is it grayed out in OL\Tools\Options\Mail Setup\Send Receive\Highlight
Account \Edit
