Outlook 2003 Dependant on Outlook Express?

I know up until Outlook 2002 it was dependant on a few Outlook Express files.
That if the Outlook Express installation became damaged somehow Outlook
could stop functioning properly. Has Outook 2003 eschewed Outlook Express
dependancy or is it still there and if so why?

I understand the need to not replicate code and such but it makes
troubleshooting a particular problem that much more complicated.

It's still there and the why, I imagine, is because Microsoft makes use of
some of Outlook Express in Outlook
