Outlook 2003 date format not obeying regional settings

I have Office 2003 on Windows XP. I have 'English(Canada)' set in my
Regional Options in Windows, but I have customized the short date format to
'M/dd/yy.' Dates appear in that format in Windows explorer details view and
in Outlook Express.

Outlook 2003, however, insists on displaying the date in 'dd/M/yy' format in
the Inbox list of messages.

How do I make Outlook obey the date format that I have set in Regional
Options in Windows. Is there some other setting somewhere that affects how
Outlook 2003 displays dates?

I have solved this problem. For the benefit of anyone else who may have the
same problem:

My regional options had been set by transfer of settigns from my old
computer, using the Wizard WinXP provides for that purpose. I appears that
that setting did not 'take' properly as far as Outlook was concerned.

When I went into regional settings and changed the date format to something
else, and then chnaged it back to M/dd/yy, Outlook began using that format.
