Outlook 2003 converting (') apostrophe's to squares

Sometimes when using Outlook 2003, apostrophe's (') are
converted to a square symbol. This has happened on
multiple computers in my network. Changing the font's
does not correct the problem. Any ideas?
 
What is the message encoding type on the computer where this changes?
