Outlook 2003 calendar sharing in workgroup?

Does Outlook 2003 support a shared calendar across a peer-to-peer workgroup
without Exchange/MS Server?
Is there a paper on this available?
All I can find is a 'solution' using Exchange.

I've got a different take on this question:
Does exchange support calendar sharing across a workgroup instead of a domain?

I attempted to share a calendar today and was informed that the operation could not be completed/shared due to restrictions on the network....I'm not sure if this is related to the workgroup or some other security feature employed by this office.
Any thoughts?
