Outlook 2003 Beta

When an email arrives or when I open an email for the
first time, Outlooks pop-up window comes up, "A program is
trying to access e-mail addresses".

The only programs that should be accessing are Outlook and
possibly Norton Antivirus Corporate edition.

I checked Task Manager, and there are no new Applications
or Processes.

Do you have Anti-Virus protection? Have you updated your virus definitions
lately? If so, is it turned on? I assure you, this is not a normal
behavior for Outlook 2003.
