outlook 2003 attachments

Hi,

is it possible to de-activate the attachment possibility in outlook 2003?
customer wants all users to be able to receive attachments with their mail
but he does not want them to be able to send a mail with an attachment.
can this be don in the registry?
all systems run windows xp home edition sp2.
