Outlook 2003 and trouble addressing emails

We have some users who are commenting that when they type a email address,
once they start typing a few letters of the name/email nothing is found.

So if they are trying to send a email to (e-mail address removed) they start typing t,
and a list of names appears, but tom isn't one of them, even though they
have sent a email to (e-mail address removed) recently.

Why is this? And is there anything that can be done?
 
Make sure the Autocomplete option is selected in Tools, options, email
options, Advance email options. Then when they start typing the first few
letters and no name comes up, have them press Check Names for a matching
complete list that is in their Contacts Folder. Email addresses must be in
the Contacts folder for this to work.

I'm experiencing the same issue, but i've never had to add anyone to
my contacts for this to work. Has this changed?

I am seeing that some days, I get names in the list and other days I
won't get the same name popping up. It really is mind boggling.
