Outlook 2003 and outlook express

I tried to open both Outlook Express and Outlook 2003 and received the following messages: Error 1402 Setup cannot open the key registry. That is for Outlook 2003.
On OUtlook Express the message reads: Outlook express could not be started. The application was unable to create the Internet Account Manager. Your computer may be out of memory or disk is full. Contact Microsoft Support for further assistance. (ox800705AA),"Then once you click ok you get the next message: "Outlook Express could not be started because MSOE.DLL could not be intialized. Outlook Express may not be installed."
Please can you help me on this. I cannot even detect and repair with the office disk.
