Outlook 2003 and IMAP

It seems that when one creates an IMAP account with Outlook 2003, the local
PST it creates to cache the IMAP messages is a 97-2003 (ANSI) format PST.
Did Microsoft goof on this and not think about HTTP and IMAP cache PSTs when
they changes the main PST format to Unicode?
 
I've forwarded this on to the appropriate folks. I don't have an answer...
