Outlook 2003 - 2 email accounts, 2 signatures, but only one shows

Running Outlook 2003, I have set up two email accounts and two signatures,
one designated for each email account. However, when I create a new email,
the signature that appears does not change, no matter which email account I
select. (It's always the first signature that was created). What is going
wrong and how can I fix this.
