I have designed two signature and turned off automatic insert of signature
because I want to choose. The "insert signature" option is not coming up when
making a new email. How come it won't let me choose a signature to insert?

Are you using Word as your Outlook editor? You need to use AutoText to
insert them. See http://www.slipstick.com/mail1/sig.htm#xp - you can assign
a sig and right click on it to change it. If you worry you'll forget to
change it, make a blank one to use as default. (put two dashes in the first
line, nothing else).

Yes, I am using word as editor. Is this the solution to the problem using word?

The Insert signature command is only available on the Outlook editor.
