outlook 2002 blocked attachments

I'm using outlook 2002 and since installing the service pack 3 for windows
xp, I am unable to send a .exe file by; right clicking on it from the
desktop, "send to, "mail recipient"... I get a msg stating " This message
cannot be sent. Outlook blocked access to the following potentially unsafe
attachments; (then the .exe file). However, when attempting to attach via
the paper clip, it gives me a warning msg saying "this item
containsattachments potentially unsafe. Recipients using Microsoft Outlook
may not be able to open these attachments. Do you want to send anyway?" I
never got that warning in either case prior to downloading the service pack
3. Is this a problem and can I change any setting to allow the sending of
these files without msg's. I use an exchange server and this is my home
computer. I hope I'm asking the right questions based on the symptoms.
