Outlook 2002 Add In!!! Help!!

Hi All

I have been given the task by my boss to create an outlook 2002 add i
that comprises most of the following for a shared mail account, use
within our team of 20 people.

It is to somehow programmatically force the inputting of someone'
username,flagging of tickets in the mailbox when someone reads an emai
and then to prompt them for a number when they flag it as complete
Also when you forwar
d an email from that mailbox to another person it removes the follow u
flag

Having basically no experience in this area I was wondering if someon
could point me in the right direction regards what tools to use and ho
to get started etc.

Any help would be greatly appreciated.
