outlook 2000 templates into outlook 2003

The company I work for is getting ready to convert from Office 2000, to
Office 2003. In doing some testing it was identified that people with
Outlook .oft files cannot open them correctly in Outlook 2003.
 
And the question would be? Defining "correctly" would help as well ;-)
