Outlook 2000 SR3

How do I disable the security feature of Outlook that
prompts me with the following question.

"A Program is trying to access email addresses you have
stored in Outlook. Do you want to allow this?" I then
need to specifiy yes and select for how long. (1-10
minutes)

Any help you can provide would be appreciated. This
prompt is a pain in the neck.
