Outlook 2000 options don't work

I have selected "Never send responses" to receipts but a response is always
sent.

I also am trying to keep it from immediately sending emails, but it does
anyway.

Any ideas why these don't work?

Outlook 2000 SP-3, (9.0.0.6627)
Corportate or Workgroup - Security Update

No idea. How do you know that responses are being sent to receipt
requests?

This works for me:

Tools / Options / Mail Delivery tab, remove the check mark by "Send
messages immediately when connected".

I sent myself an email from work that asked for a receipt. It sent it
without prompting. I just checked it again though and it looks like the
update to Outlook has fixed this problem.

This works for me:

Tools / Options / Mail Delivery tab, remove the check mark by "Send
messages immediately when connected".

This tab is not available in Outlook 2000.
