Based on the error message you are receiving, this issue may occur if the MDAC system component is corrupt or if the MSDART.DLL file is corrupt. Please try the following steps to see
if the issue can be resolved.
Please try to download MDAC 2.8 and install it on the computer.

Restart the computer. Check to see whether you can start Outlook.
