Outlook 2000 Menu Bar missing

My menu bar in Outlook is missing,

It does have a check mark next to it when I check on the
tool bars that are open. However, I cannot uncheck the
check mark. Also, when I right click on the Standard or
Advanced bar, the Menu bar is not included in the list
that pops up. When I then click on customize, that menu
bar is listed with a check mark under toolbars tab (as
mentioned above). Anyone have an idea how I can get my
menu bar back?

Reset the Toolbar; all Toolbar customizations will be lost and the Toolbar
will reset to what it looked like when you first installed Outlook. To do
this locate outcmd.dat and rename it to outcmd.old when Outlook is closed.

By default you can find it here;
C:\Documents and Settings\%username%\Application Data\Microsoft\Outlook
