Outlining Nightmare

I have a document that I copied over from various other document and am
trying to create an outline out of the copied text. It's not numbering my
outline as it should. After I created my first Roman Numeral (I)and
established all my sublevels, when i tried to go back and create my (II)
romal numeral it will not continue from the previous numbering. Is this
because I copied over text and didn't start out with an outline format and
can I not go back and add an outline to my copied text?
 
You have the best chance of success if you set up an outline numbering
scheme using specific styles, as outlined at
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html.

Once you've defined the numbered styles, I'd suggest selecting the entire
document and applying either Normal or (preferably) whatever numbered style
will occur most frequently in the finished outline. Then display the Styles
and Formatting task pane if you have Word 2002 or 2003 (otherwise you'll
have to use the Styles dropdown), and step through the document applying the
appropriate style to each paragraph.

This is much easier when you are creating a document from scratch since you
can use Tab and Shift+Tab to demote and promote levels and quickly change
styles.
