Outline Numbering Not Working

I just upgraded from Word 2003 to 2007 and my outline style is not working.
It is set up as:

I. First Level
A. Second Level

II. First Level
A. Second Level

However, in Word 2007 it's coming out as:

I. First Level
A. Second Level

II. First Level
B. Second Level

I cannot get the Roman numeral II and higher sub-sections to re-start with
"A." I've tried applying the "Set Numbering Value" command but nothing
happens, i.e., it does not change the "B" to "A".

How do I get the numbers for new sub-sections to re-start?

Is this really a multilevel (an outline) list? Then, in the multilevel list
dialog box, make sure that level 2 is restarted by level 1: Place the
insertion point in the first level 1 paragraph (if this is heading
numbering, this means the first Heading 1 of the document). On the Home tab,
click Multilevel List, and then click Define New Multilevel List. If
necessary, click the More button to see the whole dialog box. In the preview
picture, click level 2. Check the "Restart list after" option and be sure to
pick "Level 1" in the drop down. When you are done, click OK to close the
dialog box.

This is a multi-level list set-up via the Heading styles. Using the
approach you describe causes Word to arbitrarily change the style such that I
would have to re-create the formatting of each level (very time consuming and
tedious).

Is there a way to do this without Word changing the style?

Place the insertion point in the first Heading 1 in the document and choose
Define New Multilevel List. The list you are "defining" (really editing)
should be linked to your existing Heading 1 and Heading 2 styles.

What I suggested does work, assuming that the list levels were correctly
associated with the heading styles to begin with.

Hello Suzanne,

I followed the instructions you and Stefan posted but they did not work -
the second level headers do not re-start. At present, to get the outline
list to work properly, I have to
1. Select the second level heading lines
2. Right-click and select Numbering
3. Select the "A." style header
4. Right-click and select Numbering again (because the outline letter is in
the wrong format)
5. Select Define New Number Format
6. Click Font
7. Re-set the font

Does this grotesque workaround give you any insight as to what the problem
is or how to correct it?

You cannot edit a multi-level list by starting with Level 2. You must go in
through a Level 1 heading, then select Level 2 in the dialog.
