Outgoing Hotmail blocked -- Outlook 2007

Outlook 2007 -- If I try to send a message to a hotmail account, it goes to
"sent" but never arrives in hotmail. If the hotmail user is at the beginning
of a list, neither the hotmail nor other users at other domains receive the
email. If, however, the hotmail address isn't the first in a list, it goes to
everyone, INCLUDING hotmail, with no problem. I've looked at every option I
can find in Outlook and can't see why this is happening. Help?

After almost 20 hours on the phone with the highest level of MSFT support,
the problem is solved. They can't explain why the fix works. They have ID'ed
others with the problem and this fix doesn't work. The fix: establish a new
user account on the computer, bring up Outlook, and establish the Comcast
email account. Emails sent to Hotmail after that worked on my other user
account, even after I deleted the new account. MSFT said that it didn't work
with some other users after the new account was deleted. They can't explain
any further.
