Outbox NOT sending messages

I can receive email but cannot send. Email meant to be sent remain in the
Outbox and are not sent.
I am using Outlook 2007.

what can i do?

a message box pops up saying that its trying to connect to the server
which usually takes about 20 min..
whatever's incoming arrives, but the outbox begins to stack up.
i'm using outlook 2007> windows vista home

But which mail account type are you using? HTTP, IMAP, POP3, Exchange?
If you have a virus scanner that integrates with Outlook, disable this
integration and try again.

Hi - not trying to hijack a post but I'm still having the same problem also.
I also can't send mail from Outlook 2007 (but can receive). It is Pop3. A
coworker used the settings on her computer (outlook 2003) and it
sent/received with no problem.
I am using Outlook 2007/Vista. (i uninstalled my PCCillin on Thursday and
reinstalled with no email functions checked and that did not correct the
problem)

You say what doesn't happen, but you don't say what does. Exactly what
happens when you press Send/Receive?

Sorry Brian - This is the message I get

Send test e-mail message: The operation timed out waiting for a response
from the sending (SMTP) server. If you continue to receive this message,
contact your server administrator or Internet service provider (ISP).

I'd verify that all of the settings, the server names, ports, encryption
methods, and so on, are correct. If that didn't help, I'd turn on
diagnostic logging and see what the logs contain.

Well then, you look for it. Start at http://support.cox.net/ and click
"Email" in the "Learning Center" column. On the next page you'll see a
"Select Sub Topic" area. Click "Outlook XP for Windows". Then click "How
to Configure Outlook 2003". The configuration process is similar for
Outlook 2007.

i followed your steps.
it still didnt work.
the same 'test' message is sitting in my outlook box since 7/31..

this is the result that i also got from the box.::
The connection to the server has failed. Subject 'hyeyyy', Account:
'pop.west.cox.net', Server: 'smtp.west.cox.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

could this be a server issue, possibly blocked by my school?

You're on your school's network? Did you ask the school's mail support
group?
