Out of Scan Range Input2: HD15 35.5KHz/87Hz in Safe Mode

When trying to come up in safe mode, I receive the following error message:
Out of Scan Range
Input2: HD15
35.5KHz/87Hz
 
Your video card is set to a higher frequency than your monitor can support
in safe mode.

Which is odd as usually you use safe mode to fix out of range messages.
