Out of Office notice to be sent each time an email is recieved

Hello,
I would like to set an 'out of office' message to run each time a message is
recieved during a long term absence. I know that this was possible in
earlier versions of Outlook.

I use Outlook 2003 over Windows Server 2003,

Not possible as this is to prevent endless mail loops. You can work around
this by creating a rule which replys with a certain message but make sure
you set some exceptions to prevent endless mail loops.
