Out of Office not working

We have Outlook 2003 and Exchange 2000.

One user's Out of Office is not working. This user does have a lot of rules
setup but are they the cause?

Any ideas on what can be done?

Tested it how?
Note that by secure default Exchange doesn't automatically reply to senders
from outside the Exchange organisation. To change see;
