out of office auto reply

My out of office auto reply is only sent to other users within our
organization - not to anyone from the outside world. I have changed a number
of settings to correct this but nothing seems to work. Suggestions on what
to look for?

Ask in the Exchange Admins group, since OOA is a function of Exchange.
