Hmm.. Some things to try might be:
1. Go to Help | About Microsoft Office Outlook | Disabled Items
It's possible that something critical to the feature has been
disabled; I think the interesting thing here is "outex.dll", but I can't be
sure that's what it's called.
2. Go to Tools | Options | Other | Advanced Options | Add-In Manager
Make sure that both of the "Exchange Extensions" add-ins are checked
(when you highlight them, there should be some text about Out of Office in
the dialog)
I don't know that either of those will help, but they're what I would check
first.
