Is there anyway to get the assistant to Auto-reply
EVERYTIME a sender sends an email instead of just the one
time per sender?

No - it replies only once per sender to prevent mail loops. Imagine what
happens when autoreply meets autoreply? Your server will be very unhappy;
perhaps even crash.
 
I don't recommend this as the potential for two mailboxes to continually
seen messages to each can occur. I have had this scenario in the past with
Exchange 5.5 hence this new functionality.

I figured this was an issue and that is why they have
configured it to this. It would still be nice to have
the option to enable this feature or setup a rule even a
regedit, if your environment was suitable.
