out of office assistant

I cannot find the out of office assistant!!
using corporate and workgroup outlook 2000
not in tools menu like the assistant says

If you do not connect to Exchange Server then you don't have it.

Are you connected to a Microsoft Exchange Server? If so, is it set as your
default message delivery location?

You must be connected to Exchange to use OOOA - otherwise, you need to use
the rules wizard to emulate this behavior.
