Out of office assistant doesn't work

I have one user of Outlook 2003 on Exchange 2003 and when they activate Out
of office it never sends a reply, activated on multiple computers and OWA. No
rules are present. can't find anything in knowlegde base articlaes
 
I had a similar problem and found that I had to log onto the system server
first then activate the out of office reply.
