Out of Office and template freeze

We are on a POP3, so Out of Office assistant is not an option. So I tried to
set up a rule to reply to everyone with a template (which I had already saved
as .oft). But in Ruels Wizard, clicking on spceific template to choose it,
Outlook 'encounters a problem', asks to send an error report and restarts.

It happens on all pcs in our office.

I have tried sending the error report to Microsoft, but nothing happened
anyway.
