Are you running Windows ME?
I don't use Outlook Express, but I have had similar memory
problems with other programs with Windows ME, even though
I had plenty of RAM. If you are running ME, you might
check out McAfee Memokit, which has solved my problems

is a lot of misinformation about the cause of memory
errors in Windows ME; it is not necessarily dependent upon
RAM. If the same thing happens to you when you are
running several memory intensive programs at the same
time, you might check it out.
