Out going mail not arriving

The proplem is when I send an email. It appears to go out and a copy appears
in my "sent" folder but the email is never received by any of the recipients.

I have spent time with my internet supplier, shaw.ca, to see if they can
solve the problem to no avail. They say the problem is with Windows Mail.

Test messages were sent from my Shawmail account option which are received
by all recipients.

Anyone have a solution or know how I can contact the techys at Microsoft
about the problem?
 
If (a) a copy of the sent message is found in Sent Items folder and (b) you
can send yourself a message successfully (i.e., From and To the same email
address), the problem is not on your end.
 
What happens when you send an email to yourself? Does it arrive in
your Windows Mail inbox? If not, does it arrive in the webmail inbox?
Also, which antivirus are you running? Some of them cause problems
with Windows Mail over time.
