out going mail failed

when i send the mail the following message appears;
our message did not reach some or all of the intended recipients.

Subject: test
Sent: 10/10/2007 1:54 PM

The following recipient(s) could not be reached:

'(e-mail address removed)' on 10/10/2007 1:54 PM
551 Command RCPT User not local and relaying not permitted from
you (86.98.61.145)

Talk to your ISP, the one who runs the SMTP server you're trying to use.
Either you don't have the right settings, or they think you should be able
to relay, or, conversely, you need to authenticate against SMTP.
