Oulook takes long time to launch and can not open attachment

our network is a LAN in a domain environment, and we are using POP email
service from another web hosting company, also using local POP email coming
with W3k server.
the problem is MS Oulook takes long time to launch, and can not open
attachment

What version of Outlook?

With Outlook closed, try first renaming or deleting
%AppData%\Microsoft\Outlook\outcmd.dat . Also disable IM integration at the
bottom of Tools>Options>Other. Also disable any incoming or outgoing mail
scanning by an antivirus or antispam program.
