I would like to have a section on my page where ppl can download PDF files
from my site. I am having trouble adding these PDF Files to my site any help
would be great.

Just import the PDF into your current open FP web, then create link to them like you would to
another page within the web.

File | Import the file from the location on your hard drive into a folder in
your open FP web. Then, on the page you want them to download from, create
a link to the file in that folder.
