It's been a few years since I've dabbled around with Delphi, but
they used to have a Personal Edition that was free to use, yes. It
lacked a number of components (database, advanced gui, ...) but had
the basic tools for simple programming.
A quick look at the Borland website seems to show that they still
provide a Personal edition, see:
If you want *FREE* however, you might want to check out the
FreePascal project, combined with their Lazarus class library. It's
the closest you'll get to Delphi with open source tools.
I bet there is. If not, Borland is getting whacked by MS, because they
offer excellent trial versions of C#, Visual Studio, and fully free versions
of MASM and Iron Python.
