I found OrgPlus Express from HumanConcepts to be very useful... quick
and easy. I was able to build a professional chart in about 15 minutes
(and I'm not a techy!)
You can download a free trial here:

If you are a busines larger than 30, like John said, they also offer
products that are accomodating. I believe they have a Professional and
Enterprise product. The main website is www.orgplus.com
Good luck... Eve

It states on its website
OrgPlus Express is a free Microsoft® Office Add-in that allows you to easily create and maintain organizational charts using Word, Excel, PowerPoint® or Visio®.

If you search a free -free orgachrat program I think to remember there
is a page in OpenOffice Impress in which you can create org charts.
