Organization chart can't be used under non-local admin account

office 2000 is installed without choosing "organization chart", then user intends to open "organization chart" in PowerPoint, a message pops up to ask for resource CD to install it, actually common user is unable to install it without local administrator right, then return to local administrator account to do the installation, and under local administrator account, "organization chart" can be used.But, get back to common user account, "organization chart" still can't be used unless user is granted local administrator right

Please help me how to make "organization chart " work under common user account
