Ordered categories in Pivot tables

I am trying to use a pivot table to sort through data that is
categorized two ways. The first is a department and the second is an
expense category. I can sort by department but I can't keep the sub
categories under the expenses in order. Does anyone have any
suggestions?
 
If you rightclick the second category, you can choose "field settings".
This is where you can specify the subtotal function.
But there's an "advanced..." button that allows you to set the sort order, too.

(doubleclicking on the category works, too.)
