order of footnotes in tables

It seems that Word automatically orders footnotes across rows and then down
columns. Does anyone know how to order your footnote numbers down columns and
then across rows?

Footnotes -- like most things in Word -- are ordered by their position in
the document. Left-to-right, top-to-bottom. Fortunately this is how people
read, too, so it's appropriate for most purposes. I think you're stuck with
it.
 
Format your document to use newspaper columns and then insert a
single-column table.
