is it possible to change/add new rows in the order and
grouping table at runtime - (using vba)

You cannot add rows at runtime (unless you open the report in Design view),
but you can reassign the ControlSource of the GroupLevel. Example at:

Although you cannot add or remove group levels, you can set multiple group
levels to the same field so you have enough to work with.
