Oracle.NET Data Provider and database connections

In Microsoft support site, there is a mention to a bug in Oracle.Net
Provider on the following link:
http://support.microsoft.com/?id=330126 .

But unfortunately the bug fix is not available.

This bug is exactly what happens with me, but in windows application,
can any one redirect me to the fix of this bug.

I know of no way to get the fix other than contacting Microsoft. NOTE: If
this is a fix for your problem (ie, this is determined to be the problem),
you will not be charged for support.

Another option is moving ot the Oracle version at http://otn.oracle.com. The
Oracle provider is newer and works better with 9i.
