option to warn if subject line is empty

Is there an option in Outlook to warn users if the subject line is empty?
 
Tolerance is a virtue - the website is having problems and users don't know
the post went through - the error message says it timed out. (Telling them
to switch to an NTTP reader won't help - I'm timing out too.)
