Operating system does not start !!!!!!!!!!!!

When I go to boot my computer I don't hear the POST beep
and the system does not load. I end up with a blank
screen and I reboot again. After about 5 reboots I then
hear the POST beep and I get an operating system
loading. Why is this? I am thinking of changing my C:\
for a new harddrive. I have currently 2 harddrives in my
system at the moment. My c: holds my OS and Program
files and my D: holds my music and videos. If I were to
put a new hardrive (C:) in how will I do it so I don't
lose all my Program files etc on the existing C:
Alternatively what could be the problem in regards to my
OS not loading. Please help me on this.

This is a classic symptom of a failing power supply, although of course
there may be other hardware issues. I would start by replacing the
power supply and see if that fixes your problem. If it doesn't, then it
is time to go further with hardware diagnostics. Replacing the hard
drive is not going to solve the immediate problem.
