OpenNETCF deploy error

I'm deploying to a Windows Mobile 5 device.....and I get so far and get

File or assembly name 'OpenNETCF.Windows.Forms, Version=2.1.0.0,
Culture=neutral, PublicKeyToken=E60DBEA84BB431B7', or one of its
dependencies, was not found.

I can run the same code to an emulator and it runs like a champ. My
collegue can run the same code pulled from VSS and run it and it runs on
both the device and the emulator.....wierdness.

The actual DLLs are coming out of the same folder which is also pulled down
from VSS
