opening web pages in full windows

I'm running XP on a Dell laptop. About half the time,
when I click on a link, the web page opens as a little
bar that I have to click on the maximize rather than a
full window. I can't seem to find a place to set new
pages to open in full windows. My popup blocker sees
these little bars as popups and won't open them at all
unless I hold down the Ctrl key.

Do not use the Maximize button. Use the cursor and "drag" the corners of the
window to full screen size. Close the program and Windows should remember
the last used window size and open it as such.
