opening new window at www prompt?

Im in the process of developing my website and have read and implicated the
echoecho.com open new window feature. However while im developing my site
I'd like visitors when viewing my page to have a pop up window appear ontop
of my homepage (like a logo banner screen sized to exact pixels like in the
html for open new window(window2,window3.etc..)

Any help would be greatly appriciated
